In December 2025, the Codex Committee on Food Hygiene (CCFH) noted inconsistencies in the use and definitions of ready-to-eat (RTE) foods and highlighted the potential need for greater harmonization. The Codex Secretariat have subsequently prepared a background document on definition of RTE foods in food hygiene texts. The concept of “RTE foods” is used across a wide range of Codex texts developed by different Codex subsidiary bodies, although the manner, purpose and level of detail vary depending on the subject matter and regulatory context. In some texts, RTE foods are explicitly defined, while in others the term is used descriptively or operationally without a formal definition. Nevertheless, a common element reflected across Codex texts is that RTE foods are intended for direct consumption without a further processing or treatment step sufficient to eliminate or reduce relevant hazards prior to consumption.
In November 2026 CCFH will consider whether it might be appropriate to harmonize the definition for RTE foods across food hygiene texts, and whether this issue could be addressed as part of the scope of the alignment work or through the development of additional guidance on the application of the “reasonably foreseeable” concept.
